President Cyril Ramaphosa and government have been given seven days to respond to the wage demands of public servants.
Should they fail to respond, the Public Servants Association says it will shut down all government departments.
The union led a nationwide strike on Thursday, rejecting the 3% pay hike offer on the table.

They say they want 6.5%.
PSA president Lufuno Mulaudzi joined hundreds of workers at Treasury's offices in Pretoria on Thursday to hand over a memorandum of demands.
"We are going to show Ramaphosa that if he doesn't listen to us, he is going to be taken out. We are going to show the ANC that if they don't listen to workers, they are going to be taken out.”
In Durban, workers marched to City Hall where a representative for the premier's office received their memorandum.
