A video surfaced on Tuesday afternoon showing blackened water gushing out from below one of the piers.
It prompted concern that it might be sewerage.

Municipal workers from the city's water and sanitation unit were on the scene on Tuesday.
eThekwini spokesperson Msawakhe Mayisela made a statement regarding the situation.
"I have seen the video, but I don't think there is anything that is out of the ambit of our by-laws, even though I will still have to investigate," says Msawakhe.
