"This includes an amount of R1.9 billion that was carried forward from the previous financial year,” said Group Chief Financial Officer Thami Mkhwanazi.

Mkhwanazi presented the water utility's financial report for the 2022/2023 financial year.

Speaking at the Durban ICC on Thursday, Mkhwanazi said they had put in measures to block irregular spending.

"We have implemented the probity audit, so prior to awarding, we then have independent firms actually looking at whether the award is proper, whether the scoring that has been done is done the way they are supposed to be done.

"There are systematic improvements on supply chain processes in terms of making sure that all the checklists and all legislations are actually documented, and employees do tick off that they've complied."
