DRK EMS spokesperson Cait Hagerman says their vehicle left the roadway and crashed into a concrete barrier.
"When we assessed, we found that the driver and front-seat passenger had sustained multiple gunshot wounds during a shooting slightly up the road.
"Unfortunately, there was not much more we could do for the driver and the passenger, and we declared them deceased on scene.
"The 23-year-old driver and the 19-year-old male were driving down the road, and eyewitnesses alleged that a bystander suddenly opened fire on them."
