"Stealing from the city is part of damaging an essential infrastructure. As much as the lights were new, they were forming part of the municipal infrastructure.

"We will deal with them accordingly."

Hawks’ spokesperson Simphiwe Dlamini says the men couldn't explain how the lights ended up in their hands.

An eThekwini official was called to the scene and confirmed they belonged to the city.

The duo's been charged with possession of property suspected to be stolen as well as tampering with essential infrastructure.
