Swimming is still not allowed at beaches in eThekwini.
The City says under Level 2, residents can only use the beach for jogging, walking, yoga and other exercises on the sand.
Spokesperson, Msawakhe Mayisela says the full protocols for swimming at the beach are still being prepared.
He says confirmation of whether bathing and surfing can be permitted is still being sought from provincial Authorities.
"We are not doing this with an intention of frustrating our residents but its more about ensuring that out residents are safe," he said.

Mayisela said they will then communicate once they have ensured that they are more than prepared to allow people to swim.
But, at the present moment, swimming is not going to be allowed.
"We are still under lockdown and we must behave as if the coronavirus has been dealt with."
The City says nature reserves and public parks are also open to the public.
