"We understand that yesterday morning, a crowd of people went into the house and threatened to burn his house down," said the party's provincial spokesperson, Nomagugu Simelane-Zulu.
The 33-year-old Ward 88 councillor was shot dead outside his home in Umlazi's V section last night.
Police say Maphumulo had been sitting in his car when two assailants opened fire on him.
The gunmen then sped off.
Simelane-Zulu says even though Maphumulo had been returning from a meeting, the party is not willing to label his death a political murder until investigations are complete.
"We accept that some ANC leaders have been killed but we don't want people to jump to conclusions and assume that all killings are political killings. It's not always proven that they are killed because of the ANC and the politics within the ANC. Something must be done at an inter-ministerial level to ensure that they're prevented," she said.
"Our intelligence needs to kick in and prevent these killings from happening."

Police also say it is too early to say whether the killing was politically-motivated.
Spokesperson, Thembeka Mbhele says no arrests have been made.
"At the moment, the police are investigating a case of murder. The motive is still unknown," Mbhele said.
