The South African Local Government Association (SALGA) in KwaZulu-Natal says a Msunduzi councillor, who was gunned down in Imbali, had been targeted before.

It's understood that two people opened fire on the ANC's Mabhungu Mkhize in Unit 14 on Friday.
Police have made two arrests.

Thami Ntuli, who's with SALGA in KZN, says this wasn't the first attempt on Mkhize's life.
"Our view is that KwaZulu-Natal is becoming more unsafe, especially when it comes to local government because we have never had reports about MPLs or MPs being faced by this kind of assassination."
