Ramaphosa: Failure to spend budget is ‘treason’

President Cyril Ramaphosa says government departments and municipalities that have failed to spend their allocated budgets have betrayed the people of South Africa.

He answered questions in the National Council of Provinces on Wednesday. 

 

Ramaphosa said underspending is often due to poor planning, weak management, and a lack of capacity.

 

He said it's unacceptable and likened it to treason against the people.

"Inadequate or slow capital expenditure by municipalities and provinces has, in many ways, hampered the delivery of the services that are due to our people. 

 

"This results in problems like delays in housing delivery, stalled infrastructure, projects such as schools, water, as well as sanitation and waste management infrastructure projects. It also erodes public trust in the state's ability to improve the livelihood of our citizens.”
