Both the ANC Women's League and the Youth League are being run by task teams - having failed to convene elective conferences.

At the ANC NEC meeting this past weekend, NEC member Nomvula Mokonyane bemoaned the lack of leadership - blaming it for the party's failure to deal with critical issues.

Ndou says properly constituted leagues will help strengthen the ANC.

"The ANC is at it's weakest and it has got a historical background. The ANC has not been able to regroup since 2007, where you will remember since post-conference disgruntled members of the ANC who left the party to form another a party and ever since the support of the ANC has been going down instead of going up."

Ndou says President Cyril Ramaphosa will be coerced into stepping aside should he be criminally charged in the Phala Phala scandal.

"It is not a matter that will requite any discussion, it is a matter that will require implementation also Ramaphosa should also lead by example in terms of implementation of the party agreement. If he is charged, he should be the first to say 'I am charged, and I am stepping down’. That will be the right move."
