The Minister says police are making more arrests in the lower alert level compared to Level 5 lockdown.
"For instance, under Level five, ten people were arrested for alcohol offences, but it's only 11 days into Level four, we have already arrested 50 people - 20 for sales and dispensing alcohol and 30 for transporting the alcohol."
Cele did a walkabout at malls and taxi ranks, he says people are defiant as they're simply not practicing COVID-19 safety measures.
"I realise that there is a problem, there is a lot of non-compliance, especially in the townships. We went to Dambuza, Edendale.
"Most people don't even know that they need to wear masks. Social distancing does not exist. They don't use sanitisers, but I must say police have responded very well here."
