Molefe, Singh & Koko all 'central' to Eskom capture, Zondo report finds

The commission released the fourth instalment of its report on Friday.

It deals with National Treasury, EOH Holdings, the City of Johannesburg, Eskom, as well as, the Free State asbestos debacle.

The report of more than a thousand pages found that the executives were involved in a scheme designed to exploit Eskom and benefit Salim Essa’s company, Trillian and others.

Zondo found that Eskom tenders totalling R14.7 billion were affected by the criminal network.

The report found that Koko, Singh and Molefe were present at Eskom board meetings where the potential irregularities and the need for National Treasury approvals were discussed.

“Mr Koko provided confidential information on Eskom’s negotiation position on the MSA to “Business Man” (alias Mr Salim Essa) and took instructions from external parties on additional items to be included under the scope of the MSA, so that the extent of contracting work would be expanded,” the report states.

“Mr Koko put pressure on Eskom managers not to hold up the finalisation of the MSA despite lack of Treasury approval.”

The commission recommended that Koko and Singh be investigated for their role in Eskom’s deal with McKinsey and Gupta-linked Trillian.

“It is recommended that the law enforcement agencies undertake such further investigations as may be necessary with a view to a possible prosecution of Mr Anoj Singh and Mr Maritz in regard to their respective roles in the HEA transaction.

“The Regiments Capital and Trillian Management Consulting were implicated in allegations of corruption and state capture in a number of state entities and have been investigated by the Commission.”

The report further found that members of the Eskom board took part in the decision to suspend executives to benefit the Gupta scheme and to also advance the interests of former president Jacob Zuma.
