Maths 'pass rate' lowered to 20%
The Department of Basic Education has reduced the requirements to be promoted to the next grade for learners in grades 7 to 9.
Previously learners have to pass two languages - one of which must be a first language - as well as mathematics to be promoted to the next grade. But this year, learners who failed maths will still be promoted - as long as they obtain 20% for mathematics.
The adjustment comes after a National Assessment found that learners' poor performance is due to the compulsory requirement of learners having to pass mathematics at 40%.

"Concern has been raised during the academic year from within the sector that the current CAPS promotion requirements need to be reviewed and policy review in this regard is underway," the department's Elijah Mhlanga said.

It should be noted that the decision to apply a condonation dispensation in view of the stringent pass requirements, was an administrative decision that had to be made within the limited time available. The Circular should only be considered as an interim measure for 2016 and is only applicable for Grades 7, 8 and 9.
The Circular does not undermine the policy intention of CAPS on raising the bar in terms of promotion requirements by having taken the bold step of making Mathematics a compulsory promotion/progression requirement.
