Minister Thoko Didiza says the outbreaks were caused by illegal movements of animals out of the FMD controlled zones in Limpopo.
"What has happened is that in the area where these animals were bought, it conducted an auction. So how it has gone to areas such as Free State and Gauteng is because you had an auction.
"The preventative measures that have been taken, Gauteng is going to cull those animals to make sure there is not further spread."
