Gigaba had been referring to Busisiwe Mkhwebane's recent finding regarding the Reserve Bank.

He'd been speaking at the Progressive Business Forum Breakfast on the first day of the ANC's Policy Conference.

Gigaba has told delegates he wrote to Mkhwebane's Office to question this. The Minister says if the Public Protector wanted an amendment, she should have contacted the Department of Finance.

Gigaba says South Africans should not panic as he has faith in the country's courts and laws.

"I think we should appreciate that we have built a sophisticated, stable and resilient financial system. My Office is engaging with the Public Protector to understand her recent recommendations with regards to the SA Reserve Bank. My view is that the Public Protector does not have the power to direct Parliament to amend the Constitution," he said.
