Four eThekwini municipal officials implicated in corruption are facing suspension.
It follows an investigation by the city’s Integrity and Investigations Unit into claims of irregularities in the awarding of multi-million rand contracts for the supply of the orange recycling bags and the construction of urine Diversion toilets.
In the bag contract, Persian Star Investments constantly failed to deliver and was found to be lacking in capacity and experience.
eThekwini City manager, Sipho Nzuza says two forensic investigation reports have revealed fraud, corruption and maladministration.
"I am therefore compelled to act against those who violate the Municipal Finance Management Act and those who flout council processes.
"Upon studying the contents of both forensic investigation reports - I have implemented the recommended action which includes initiating disciplinary processes against those implicated - pending further investigation," he said.

Nzuza says they will be laying criminal charges against those implicated in corruption.
"Additional work still has to be done as a number of these corruption allegations will be under investigation. The municipality will co-operate with various law enforcement agencies that may have vested interest in some of the matters," said Nzuza.
