Two main members from the ANC and EFF were a no-show on Thursday.

Their attendance was crucial, as the election of the deputy mayor and the city's executive committee had been on the agenda.

Abantu Batho Congress leader Philani Mavundla was voted out last month.

Speaker, Thabani Nyawose says it would've been impossible for them to hold the meeting, as only 80 of 222 councillors were there.

At least 112 members are needed to form a quorum.

"I fully agree with you that this is unacceptable behaviour,” Nyawose says.

“It is reckless and it's costly for the council. It's something we can't keep quiet about because when we are here there are costs involved.

"For other councillors, from other political parties to decide not to come to council on time and abuse the rule that says after 30 minutes if there is no quorum the speaker must cancel the meeting."
