Rescue Care's Garrith Jamieson says a paramedic who had been passing by was flagged down by bystanders.Jamieson says Ian Wessels then entered the building after being told someone was still inside one of the units.
"Without hesitation, Wessels stopped and assessed the scene. He was informed that there was a lady thought to be in her 70s stuck on the third floor," explained Jamieson.
Wessels, who has previous firefighting experience, entered the building as the fire spread.
"He managed to reach the lady on the third floor and carried her down the three flights of stairs."
