Mayor Mxolisi Kaunda met with residents to give them feedback on the issues they had raised after the closure of the landfill site last month.
A shooting by security guards left one waste picker dead and 17 others wounded.
Kaunda says the programme, which will create more job opportunities for locals, will run over six months.
