Updated | By Newswatch
Transport Minister says a minibus taxi that collided with a truck in the Eastern Cape - killing 15 people - was fully loaded.

Two people were hurt in Wednesday's crash between Mount Ayliff and Mount Frere.
Minister Fikile Mbalula says the victims had been travelling in the taxi.
He says they don't yet know what caused the collision.
What he can confirm is that the taxi was fully loaded - and had broken lockdown regulations for public transport.
The new rule is that minibus taxis have to carry 70% of their loading capacity.
