Zikalala said businesses need to stick to the national guidelines.
Only industries that have been allowed to resume business under the current alert level should reopen.
Speaking at a media briefing in Mayville on Sunday, Zikalala said they are concerned about a spike in the number of people defying regulations.
He said law enforcement personnel would continue monitoring hotspots in and around Durban.
"Our law enforcement agencies accompanied by the South African National Defence Force will be out in full force taking the necessary action against offenders."
