The Budget Bill Blaster totally cheers up a shopper's day

As the Budget Bill Blaster sneaks around KZN paying unsuspecting shopper's bills, he meets some wonderful people along the way. Today we met a lovely lady who was very sad, but not after we blasted her bill!
