The issue of drivers and their cellphones

It is a real issue worldwide and I want to know how we can stop people from using their phones while driving?
It seems that despite numerous warnings - not only in our country, but right around the world, drivers are continuing to break the law by using their mobile phones whist driving.
In the UK, motorists risk six points and a £200 fine from Wednesday if they're caught.
South Africa has one of the highest road accident rates in the world, with around 25% of those accidents caused by cellphone use while driving. Studies show that if you are using your cellphone while driving, you are four times more likely to be involved in an accident than if you weren't.
Fines in South Africa can be hefty too and after being caught once, I vowed never to drive and use my cellphone again.

I was lucky...
I was in Joburg and I was completely lost so I picked up my phone, asked some friends for directions, came around a corner and was stopped - and caught red handed.
After a stern warning and the threat of a R5,000 fine, I decided then and there not to talk on my phone again!
