Is SA government's twitter apology to Julius Malema enough?

Julius's "ballsy" tweet was retweeted by the SA Government Twitter laughing at his pain but later issued an apology - but is it enough?

EFF leader Julius Malema has often said he's not afraid to put his body on the line for his principles‚ but a recent tweet from him really really proves that he was not kidding.
In it - you see Julius wincing in pain - with the caption: "The bastard is squeezing my balls yeses, they always go for my balls this white shirts.They do this all the time, hai.No retreat fighters"

But that is not the most shocking thing is that the photo was retweeted - with a comment saying hahaha ( laughing) by... the official SA government twitter account.
That tweet was quickly removed and an apology was issued saying: "we would like to deeply apologise for the previous retweet - it was a mistake. We reiterate that any form of violence is unacceptable.”
