Zizi Kodwa benefitted over R2 million from EOH, Zondo commission hears

The State Capture Commission of Inquiry has heard that the Deputy Minister of State Security, Zizi Kodwa, allegedly received direct payments and luxury accommodation valued at over R2 million from EOH holdings.

Steven Powell, the Managing Director of ENS Forensics, appeared at the commission on Tuesday.


Powell was requested by the commission to review Kodwa's bank statements, which the commission's investigators subpoenaed.


This was after Powell's investigation into payments by EOH to Johannesburg mayor, Geoff Makhubo.


ENS stumbled onto the Kodwa payments as they were investigating the payments to Makhubo. 


Powell said they found an email trail between Kodwa and former EOH executive Jehan Mackay between 2015 and 2016.


Kodwa was the spokesperson of the African National Congress (ANC) at the time the payments were made. 


"The email evidence and financial data that we reviewed showed that over the period May 2015 to February 2016, Zizi Kodwa, received direct payments as well as luxury accommodation with a combined value of more than R2 million," said Powel.


 "In addition to the payments made to Kodwa, EOH also made payments aggregating to more than R15 million to the ANC or its suppliers," Powell added.

 He said all the payments are linked to three tenders, as was established in the email communication between Kodwa and Mackay that was reviewed. 


 The first tender relates to the Department of Home Affairs for the provision of a platinum access service solution to the government for five years, called the DHA platinum tender.


 The second tender relates to the Eastern Cape (EC) Department of Education. This tender was for an integrated document management and Human Resources records restoration project. 


 "In respect of the EC education tender, there was an award of R217 million to a consortium and EOH was a 40% shareholder in that consortium. Approximately just over R80 million to R85 million would have been EOH's share," said Powell. 


 The third tender relates to South African Social Security Agency (Sassa).


 "This is a letter of award from SASSA to EOH Mthombo Limited, the appointment of service provider for the provision of support and maintenance services of internet service for ERP Oracle for a period of three years. This is to inform EOH that they have been awarded this tender and it was just over R90 million," said Powell in his testimony.
