'We simply can't find them' - KZN Cogta on missing flood victims

The Department of Cooperative Governance in KwaZulu-Natal says it's doing all it can to locate the 48 people still missing since the April floods.

"We had the SANDF, police, rescue teams, from other provinces to come and assist us in finding these bodies and we simply can't find them and we [don't know] whether there is any hope of finding them alive," says the head of the department Tando Tubane.
Tubane says they have enlisted the help of the Justice Department concerning the legality of presuming a person dead.

"It needs the Department of Justice, the High Court now because you'd find that some of the people who have perished were indigent individuals or they come from indigent.
"Therefore, even approaching the High Court, it has got its financial implications. That's why we were saying if we have reached that stage, the Department of Justice may have to come in so that we can see what can be done."
Over 400 people have been confirmed dead as a result of last month's disaster.
