Updated | By Noxolo Miya

City manager Lulamile Mapholoba says the large number of unnamed roads has become a headache for the municipality.

He says it's difficult to trace residents who haven't paid for their municipal services.
Mapholoba says they're also struggling to pinpoint areas, especially those around informal settlements, that need services.
"These roads were not named before, and the result of that, they are hindering the process where you've got to deliver statements to particular physical addresses."
