The Ugu District has been having serious water supply issues - with some areas going days without - and others dealing with weeks of sporadic supply.
Last month, the St Helen's Rock pump station was shut due to very high salinity levels in the uMzimkhulu River.
It affected areas from Hibberdene to Port Edward.
Former Chairperson of the Port Edward Ratepayers' Association, Douglas Powell says when water does return, it's not the best quality.
Listen:
He says people's livelihoods are at risk.
"The restaurants and the B&Bs who are now able to open under Level 2 lockdown cannot as they don't have any water. This has become common and potentially life-threatening."
The Ugu District Municipality has also attributed the water woes to collapsing infrastructure and financial limitations.
