MEC Nomagugu Simelane-Zulu says medical professionals must treat patients with the same level of care as they would their own family members.

"As the department we are quite shocked by the state of the patient when he passed away. We do not understand how it could have been and could have arrived at this level," she said.

"We are going to have to conduct a thorough and proper investigation to understand what led to this."
