The two trade unions. Numsa and NUM, has denied that an agreement had been reached but said there has been progress in their wage negotiations.
A new offer is set to be presented to them on Friday.
"An agreement was also reached that these unions primarily involved in some of the activity that I'm referring to will request their members to return to work and so the recovering of Eskom plant and there are various things that have to be done in clean our plants and to get our operations going we start at that basis," Gordhan said.
Meanwhile, energy expert Chris Yelland says it's time the national government intervenes at Eskom.
"We need a national priority plan, a kind of a Marshall plan, that is got to be driven from the highest level from the presidency.
"Unfortunately now the politicians are distracted by political events the mind of politicians does not seem to be on the real issues of electricity."
