Department says its plan to ensure long-term water security for the city will
cost some R24 billion.

There is growing concern over the quality of the water in Durban.
The city has been battling to repair infrastructure damaged during the floods.
The department's Simon Scruton says they are working on an Upper Umkhomazi Dam National Project.
''The upper Umkhomazi project is due to come online best case scenario would be 2028, worst case,I would say 2030," says Scruton.
He says with the project, the city will avoid having to implement a desalination programme - which would result in steep tariff hikes.
"When that comes online it will give us approximately 40% of new water that's available in into the system. Plans have progressed quite far with that, all environmental approvals have been done and at this stage we're about to go out on a public consultation process."
