Over 12 million people cast their ballots in Monday's local government elections.
The African National Congress (ANC) had to confront the sobering reality of a drop in voter support and final results showed 66 hung councils.
In KZN, a coalition government will run eThekwini.
Zikalala says the goal remains the same, no matter the leader.
"Voting is the beginning of the long and odious journey to grow KwaZulu-Natal and South Africa.
"The real electoral victory will gain meaning when we address the commitments and expectations of all communities, even those who didn't vote for us."
