One resident says her cats have been bringing home rats they have killed every night.

Another local, Janus Horn from Manor Gardens, believes the problem boils down to a lack of service delivery.

"Dirt just piles up, sewage just all over the place and somehow flies and rats are now troubling a lot of the residents within the Manor Gardens area.

"DSW are also assisting, but their trucks are breaking down a lot and they just don't have the capacity to deal with it."

"Health Department will come down and put rat poison down the drain, so they are trying, but there is no basic infrastructure within the Cato Crest area."

Zoe Moore is a councillor in the Bluff.

She says there are many factors that contribute to the infestation.

"There is defiantly a lot of rats and flies around our area and I can't pinpoint where they are coming from. I can't blame the fact that we have household rubbish everywhere because the same household rubbish gets taken to the dumpsites and its not to say it causes the problem."
