Four of those deaths were recorded between January and September this year.
Agriculture MEC Super Zuma says the majority of the fatalities were reported in eThekwini.
Children between the ages of two and 13 were among those affected.

Zuma was speaking at a World Rabies Day event at the Nkukhwini Sports Field in Nongoma on Thursday.
"Those who have dogs and cats do bring them for vaccination, so we are saying there is no need for this disease to be transferred to a human being.
"The only thing that you need to do is to vaccinate our dogs and cats so that we avoid even a single person dying of this disease. So that is the campaign which we are busy with in KwaZulu-Natal."
