Probe after KwaMakhutha toddler 'tied with leash around neck'

The Bobbi Bear Foundation says the recent increase in reports of child abuse in KwaZulu-Natal is concerning.
The Durban-based child rights organisation is temporarily caring for an 18-month-old baby boy, who was rescued at a KwaMakhutha home tied with a rope around his neck.
Its alleged the child was tied with to a wooden pallet by his grandmother, who had rushed to the shops last week.
Eureka Olivier says the little boy is doing great and will soon be allowed to return home to his two older siblings and grandmother.
"It's disgusting. There is no excuse for that type of behaviour from any parent, grandparent, even any adult, in fact.
"You don't tie a child with a leash and outside because you want to prevent him from running around or playing and you want to go visit your neighbour. You scared his going to go onto the road or he's going to run away. There is no worst sort of abuse that you can do."
KZN police are investigating a case of child abuse.
The 73-year-old grandmother was arrested but soon released as the matter was not enrolled at court.
The provincial Department of Social Development says the elderly woman is also receiving counselling following the incident.
