Mbalula says other law enforcement agencies will come on board to keep passengers and trains safe.
He's expected to announce more details next week.
"We arrest people who steal cables and they get out on minor charges of theft. We are now upping the gear because the law does allow us to do so. We will be charging these criminals with economic sabotage."

The Minister briefed the country on Tuesday night on the new transport regulations under Level 2 of the coronavirus lockdown.
Rail operations are permitted to carry a maximum of 70% of their licensed passenger capacity. Long-distance passenger trips can resume operations subject to the passenger capacity restriction.
On Tuesday, the Western Cape High Court ruled that the appointment of Bongisizwe Mpondo as the sole administrator of PRASA -- was unlawful.
Commuter activist group #UniteBehind - took the matter to court.
Mbalula says he's studying the judgement.
"I await a full written judgment and would peruse same, apply my mind and make a pronouncement with regard to the court order and the judgement."
