Eighteen of the victims were primary school children aged between five and 12.
A teacher and the bakkie driver were also killed.
Siyaya handed himself over to police a day after the tragic accident.
Last week, the Transport Minister revealed that the accident probe had found the truck driver had overtaken several vehicles and drove in the oncoming traffic lane for over a kilometre.
The funeral of some of the victims was held at the Waterbus Sports Ground in Pongola over the weekend.
