"When they have a meeting, they may be numbers that are allowed indoors and numbers that are allowed outdoors - the spacing, the masks," says Cooperative Governance Minister Nkosazana Dlamini-Zuma.

Dlamini-Zuma also announced on Wednesday that the local government elections will be held on Monday, the 1st of November.

She's accepted a Constitutional Court order that set aside her previous proclamation of the election date.

This year's vote was originally scheduled to take place in October.

Dlamini-Zuma says the polls are being held on a Monday, for the first time in our democracy.

Since 1994, every election has been held on a Wednesday.

"The IEC having not had the registration weekend earlier and having hoped for the Constitutional Court to postpone the elections, of course now they have a very short time to do everything and do it correct.

"So they feel that they need every hour, every minute to complete this process, that why we have to go to the outer date and unfortunately the outer date does not fall on a Wednesday it falls on Monday."

She says they're still discussing the possibility of declaring election day as a public holiday.
