Some residents of South Bombay Heights in Pietermaritzburg to have blocked the construction of temporary units to house the victims of the April floods.
They claim uMsunduzi failed to inform them of the plan to accommodate the destitute in the area, and say the land is earmarked for a new shopping centre.
A group of community members prevented the contractor from excavating land on Tuesday.
The DA's Ross Strachan says while this type of protest cannot be condoned, the city does owe the residents an explanation.

"Just becuase there is a by-election in the ward. You cannot have the deputy making unilateral decisions and flouting the law to suit his own political agenda at the expense of the community and the beneficiaries of housing.
"No due process has been followed and left this community in total disarray, causing deep unnecessary racial tensions."
Msunduzi Municipality says it's aware of the situation and is holding discussions.
