Harvey made a second landfall on Wednesday, hitting Louisiana, a state which still bears deep scars from 2005's Hurricane Katrina.

The monster storm Harvey hit the south Texas coast  and then stalled, gushing torrents of rain over Houston.

There are at least four reported deaths so far, with six more deaths potentially tied to the storm while thousands have been left homeless and in need to stay in emergency shelters.

The region experienced winds nearing 72 kilometers per hour, with forecasters predicting another 13 to 25 centimeters of rain that could pour on the region.

The storm will gradually weaken to a tropical depression.
