The bill was passed by the National Council of Provinces last week.
It's now waiting to be signed into law by the President, but there have been calls for him to send it back to the National Assembly.

The controversial bill seeks to achieve universal healthcare.
Phaahla was speaking at the Universal Health Coverage Day celebrations in Pretoria on Tuesday.
"The fact that several individuals and companies have companies and also including their shareholders, some of whom are listed companies, do have a lot to worry about having invested a lot in the medical financial systems and medical aid industry.
"And also, some of the measure providers of health services are concerned whether they will be able to continue to thrive in the businesses in which they have invested quite a lot in South Africa, so it’s understandable that anxiety."
