Some facilities have been overwhelmed with hundreds of patients to care for.
Mkhize says the capacity of staff has increased, and more beds have been added.
"Those beds needed staff and as I walked I noticed that they just employed some nurses," he says.
"And so I was comfortable that there are additional beds to absorb new patients. However, as the numbers were beginning to increase, it was brought to my attention that there are still problems."
