The accused, Herminino Afonso and Salomao Zibia appeared at the Manguzi Magistrate’s Court on Monday.
City spokesperson Gugu Sisilana says these crimes have a detrimental impact on service delivery.
"The suspects could not give a reasonable explanation on how they obtained the municipal property.
"The municipality can confirm that the incident was reported at Manguzi Police Station, and a case was opened. The municipality is working closely with police to investigate the matter
"The municipality commends the police for their swift action and efforts in thwarting the cross-border crime syndicate. The municipality is appealing for law enforcement authorities to be allowed space and time to investigate the matter without undue pressure."
