New rules barring any interruptions to be introduced at SONA

Parliament will introduce some new rules for this year's State of the Nation Address. President Cyril Ramaphosa is due to deliver the annual address in Cape Town on Thursday.

"No member is allowed to interrupt the president when delivering the State of the Nation Address," National Assembly Speaker Nosiviwe Mapisa-Nqakula told the media on Tuesday.

 

"Similarly, interruptions are prohibited during the president's speech at the opening of parliament which is the first thing of the two houses following these elections. 

 

"Additionally, these rules stipulate no other business may be considered during a joint sitting either than the specific business for which the joint sitting is convened."

 

Mapisa-Nqakula's briefed the media on parliament's readiness to host Thursday night's SONA. 

 

Ramaphosa will deliver his address at Cape Town City Hall at 19:00. 

 

"These measures are critical in ensuring that these important national events are conducted in an orderly and respectful manner," the Speaker said. 

 

Several dignitaries - including former president Jacob Zuma have been invited. 

 

Meanwhile, Energy Council CEO James Mackay is urging Ramaphosa to clarify the government's plans to end the rolling blackouts.

"I think the key messages we like to see coming through from the president will be supporting and continuing to push the Electricity Regulation Amendment Bill.

 

"This is key to long-term modernisation and investor confidence. Other announcements around the release of new generation procurement expansion of grid. Growing confidence and engagement between government and business partnership."
