eThekwini says it's trying to find out why rubbish isn't being collected in parts of Umlazi, south of Durban.
Angry residents say rubbish bags have been piling up for a month and the municipality hasn't told them why.
This woman says they've seen DSW workers move the refuse.
She says the stench, in some areas, is unbearable.
"On my way to work, there was rubbish all over the road. I think some of the workers are actually taking the rubbish and putting it on the road, just to make a statement. The situation is really bad because we have children that are playing along the roadside or playing just outside our houses, so it's not healthy," she says.
The municipality has apologised to residents.
Tozi Mthethwa says they're trying to get to the bottom of the problem.
"The waste removal service has been disrupted but we have instructed our officials to go to the area and inspect what is happening and as quickly as possible, bring in our lorries and teams to remove all the waste," she said.
