Eskom is owed over R50 billion by municipalities and government departments.
That's according to President Cyril Ramaphosa, who was answering questions in the National Assembly on Thursday afternoon.
"We have made it clear that non-payment for services is unacceptable and have taken a number of steps to ensure that payment of these debts is recovered.
"For this reason, we have established a multi-disciplinary revenue committee - and Eskom is part of this committee - to address payment of the debt to the utility by municipalities and various other organs of state."
The President says there have been engagements with the parties involved.

"The Department of Cooperative Governance and the South African Local Government Association are part of these consultations that are ongoing for amounts that maybe incorrectly reported. So this is an ongoing process."
Meanwhile, Msunduzi mayor Mzimkhulu Thebolla says they have come up with a network development plan to upgrade the substations around uMngeni.
He was speaking at the SALGA Awards on Thursday afternoon.
"We are busy increasing the capacity from our primary substation where we are changing all 11 cables to 32 cables so that we are able to provide electricity sustainably."
