Philip Mkhwanazi - who represented the ANC in the Mtubatuba Local Municipality - was killed in a hail of bullets in Khula Village on Monday morning.
Community Safety officials say two men opened fire on the councillor and stole his cell phone before fleeing the scene.
Cooperative Governance and Traditional Affairs MEC, Sipho Hlomuka says they're shocked and saddened by the news and have urged community members who may've witnessed the attack - to come forward and share what they know with police.
"As the sphere of local government in the province, we are saddened by the loss of yet another foot soldier in the battle to bring adequate services closer to our communities.
"The murder of a public representative is tantamount subversion of democracy because councillors are servants of the people elected directly by the people," says Hlomuka.
