City spokesperson Thobeka Mafumbatha says those with some financial means will pay low rent, while those who can't afford rent will be placed in RDP houses.

"They were aware that the construction is going to be in phases and this is the first phase of the project."

Mafumbatha says scammers have been using the project to prey on desperate dwellers.

She says structures erected on illegally acquired land will be torn down.

"They are normally people that would come to them, who are making them pay for the properties that does not belong to them. The land belongs to the municipality, it is not for sale. Some instances, people's houses have been demolished."
