Montana acted improperly, says Madonsela

Public Protector Thuli Madonsela has found evidence of mal-administration and improper conduct at the Passenger Rail Agency of South Africa.

Madonsela's currently presenting her report after investigating allegations of financial mismanagement as well as tender and appointment irregularities against the agency. 

The report comes almost one month after Lucky Montana was axed as Prasa CEO. 

Madonsela says 37 complaints were filed in 2012 against the embattled rail agency.

"An allegation that Prasa improperly terminated the contracts of seven cleaning companies and improperly replaced them with Reakgona Industry and Hygiene and Katanga Cleaning Services is substantiated. 

"The contracts of seven cleaning companies were summarily terminated by Mr Montana on 14 March 2012 in contravention of Paragraph 13.1 of the contracts entered between Prasa and cleaning companies," she said.
