Mixed response to Section 154 intervention in eThekwini

There has been a mixed response by some political parties to the Section 154 intervention announced by the Department of Cooperative Governance in eThekwini.

The intervention is meant to help turn the situation in the troubled metro around. 

 

The ANC in the municipality says it's confident the move will strengthen service delivery and governance in the city.

 

The intervention's being led by former director-general in the Presidency Cassius Lubisi and a technical team. 

 

Section 154 of the Constitution allows the national government to support and strengthen municipalities' capacity to enable them to handle their own affairs and perform functions.

 

If a municipality fails to bring about change the city might be subjected to a Section 139 intervention, which includes placing the municipality under administration. 

 

The DA's spokesperson for Cooperative Governance in KZN Martin Meyers feels the move highlights the city's imminent collapse. 

 

He believes the provincial government should've acted sooner.

"Unfortunately, it shows that the province and provincial government do not seem to be willing to do anything to improve the lives of the people of the city. 

 

"They have been sitting on taking any action for years now without doing anything concrete. The DA will continue to call for a Section 139 direct intervention as we feel 154 won't go far enough."
